One has to wonder what is the problem inside Capcom, EX Troopers failed, this game failed, both sold very very bad, they keep spending money in this projects that nobody wants but yet they can't spend a penny in Legends 3 or other Mega Man game.

Honestly the video game industry is getting, for want of a better term, "weird". Don't ask me why Capcom can't even "milk" cash cow franchises as well as they once did; I think it has to do with modern production values making games as expensive as movies, but online distribution hasn't brought the asking price per person down to something akin to movie tickets. The differences in profit margin and being low enough to still be something of an "impulse" buy for just "trying" a movie e.g. watching it once is low enough most of us can on a whim. For video games, that usually requires a really good sale.
Throw in the general economic problems in the U.S., Japan, and I thought at least parts of Europe and things get weirder still.
