A few questions - Gaming sites say I need a full health bar. Does that mean I can get hit, use a Sub-Tank and then get the chip? Or do I have to not get hit in order for the capsule to appear?

I just checked GameFAQs - the guide by Gray Fox states you don't need to have full Sub Tanks. |

It is possible to get hit, use a sub-tank, and then go into the capsule area. I've done it before. Just make sure your health is full before you get too close to the area, or it won't show up.

If possible, use a Sub-Tank right before you get in the ride armor at the top right part of the screen to make sure you have full health.
